Manchester City Chairman Khaldoon Al Mubarak Responds to Reports on 115 Premier League Charges

Manchester City chairman Khaldoon Al Mubarak has addressed reports surrounding the club’s long-running Premier League financial case, insisting that City remain confident in their position.

Reports published on Friday claimed that an independent tribunal had reached decisions on the case, with Manchester City reportedly found to have breached the Premier League’s financial regulations in the vast majority of the 115 charges brought against them.

However, the Premier League has not officially confirmed the reported findings, and the case remains subject to the legal process. Sky Sports reports that the proceedings are now moving towards an appeal stage. 

Al Mubarak sends message to Manchester City supporters

Following the reports, Al Mubarak released an open letter to City supporters through the club’s official website.

The chairman acknowledged the attention surrounding the case but stressed that he remains confident in Manchester City’s ability to establish its position during the remaining legal proceedings.

Al Mubarak also explained that confidentiality surrounding the case prevents him from discussing certain details publicly at this stage.

What are the 115 charges against Manchester City?

The Premier League brought the charges against Manchester City in February 2023 following a lengthy investigation into the club’s financial affairs.

The allegations cover a period beginning in 2009 and include claims relating to financial information, sponsorship and remuneration, UEFA financial regulations and the club’s alleged failure to cooperate with the Premier League’s investigation.

Manchester City have consistently denied the allegations. 

The independent commission hearing took place between September and December 2024. Because of the size and complexity of the case, the process has continued for a significant period since the hearing concluded. 

Appeal could be the next stage

If the reported findings are confirmed through the formal process, an appeal is expected to become the next major stage of the case.

Under the Premier League’s rules, an appeal would be considered by a separate three-person Appeal Board. Potential sanctions in the overall process can include financial penalties, points deductions and other sporting measures, although the final outcome would depend on the formal decisions and any subsequent appeal proceedings.
