The 17-year-old American has been linked with City since he was 14, when he agreed to join the English club after reaching the required age. According to reporting cited by Sports Illustrated and The Athletic, the current plan remains for Sullivan to move to Manchester in January 2028.
Manchester City facing a new period of uncertainty
Manchester City were found guilty by an independent commission of serious breaches of Premier League financial regulations covering the period from 2009/10 through 2017/18. The commission also upheld several charges relating to the club’s cooperation with the investigation.
City have appealed the verdict, meaning the case is not yet at its final stage. The club has also not yet received a sporting punishment arising from the decision.
That uncertainty has naturally raised questions about the future of players and potential recruits, including Sullivan.
Sullivan’s agreement with City remains in place
Despite the situation surrounding Manchester City, the plan for Sullivan has not changed.
The Philadelphia Union teenager is still expected to make the move to the Etihad Stadium once he becomes eligible. His agreement with City was originally arranged when he was just 14, making the eventual transfer one of the most closely followed moves involving an American prospect.
